Sudo is best implemented by giving users specific access to certain commands
rather than giving ALL access and then attempting to take away the ones you
don't want them to have.

Subject: ./sudo vi
Is there a way to prevent an unauthorized user gaining access to root by
using the vi command?
For example
./sudo vi /tmp/tst
Once vi opens test
!/bin/ksh
Thanks
