The problem is that there is no standard way to do this.  Right now,
systems that use PAM or BSD authentication do get the resource limits
set to the target user.  AIX, however, appears to use its own mechanism
(via getuserattr).

I don't have access to any AIX machines myself so I don't have a good
way to implement this.  If someone were to grant me access, I should be
able to make resouce limit setting work on AIX without too much trouble.
