[sudo-users] disabling sudo fork-ing

I'm sorry but I won't add a run-time option to do this.  Such an
option won't be possible with sudo 1.8 which has a modular architecture
where the command's exit status is passed to the policy module.
This means that sudo always has to wait for the child process to
finish.
