sudo 1.6.3 Documentation Section Missing

I am rebuilding sudo on our systems to enable PAM support.
Previously, we used only shadow password authentication.
I am also considering this an opportunity to upgrade from
1.6.2p2 to 1.6.3 (although I don't think that's the issue).

In the INSTALL file, section "Simple sudo installation",
step 3, it says "Also of interest may be the section on
`Mixing password authentication schemes'."  However, I
can't find any discussion on this.

If this documentation is available, I hope that a) someone
will post it to the list, and b) that it will be added to
1.6.4.
