no authentication methods compiled ?

I have tried the following:

make distclean
./configure --with-message-full --with-logging=both
- --with-alertmail=police at ee.gatech.edu --enable-log-host
- --with-logfac=local0

and I am still getting the WITHOUT_PASSWD defined in config.h

However, once commented out by hand everything works fine.
