listpw option

I put the following line in my sudoers file:

...
Defaults	listpw=never
...

I enter the following commands in order to test a particular user's ability
to execute sudo:

# su - user
user> sudo -l
Password:

Doesn't the "listpw=never" line in the sudoers file say that a password is
not required to execute the "sudo -l" command?

Is this a bug -- or am I doing something wrong?
