sudo/Apache problem

I have a problem with sudo and apache. Apache runs as a special user
(thomas) and in /etc/sudoers i have set up the user thomas to require no
authentication at all. Sudo is compiled with timestamps disabled
(with-password-timeout=0).

Ok, everything works fine from SHELL, but not when i try to run commands
through apache (php).

Why not? I have tried almost everything and noting works :(

Mit initial setup was the standard sudo installation and there id DID
actually work from within apache, but ONLY if I first updated the timestamp
from shell (and typed in my password when sudo asked for it). When the
timestamp ran out, sudo again refused to run anything.

Please help :-)
