on and off password prompt

   I just started using sudo.
   I hava a soders file like this:
    ---------------------------
    # sudoers file.

# User alias specification

# Cmnd alias specification

# User privilege specification
root            ALL=(ALL) ALL
hioanid         ALL = NOPASSWD: ALL
hioanid         ALL=(ALL) ALL

 I have Sudo version 1.6.3p4
 Sometimes it works and sometimes it doesn't. I want to run a script
without a password,
 and sometimes it does that, but sometimes it doesn't.
 Any help will be appreciated.
