Sudo Shell?

Is there a way to configure sudo so that users can use sudo to "cd" into
a root-only directory, then use sudo to look at files inside that
directory?  If I use sudo and "cd", it kicks me out right away, and if I
"sudo sh" first, then it no longer logs my commands.  I guess I'm
looking for a sudo shell wrapper or something like that.
