help with shutdown command

We are in the process of taking away root access from the Data Center.  I
have tried to add a line to shutdown the system in the sudo file, but when I
try to execute the command with the Data Center sign on, it says execute
permission denied.

The line I added is surgadm ALL=NOPASSWD:/usr/sbin/shutdown.

Help!
