extra capabilities

	We're in the process of selecting a tool for controlling root
access.  sudo is at the top of the list but lacks two items that our
corporate security policy requires.

	- distinct dual password authentication for each user to become root
      - checking of primary and secondary passwords identity 

Can anyone help with getting these capabilities incorporated with sudo?
