Obtain user access list as root?

Hello,
   I did not see a way with 1.6.3p4, but thought I would ask anyway, in
case someone made a special mod or aux tool.

Is there any way for root to use 'sudo' to list the capabilities of a
particular user?  What I was looking to do was something like

sudo -l USERNAME  to show the same permissions as if user USERNAME did a
'sudo -l'
The value is in automated assessing and reporting of user capabilities.
Does anyone have an auxillary app which does this?
