I wonder what I'm doing wrong with the following syntax:

#SOL

# Host alias specification 
Host_Alias LOCALHOST = localhost 

# User alias specification 
User_Alias CODERS = %web-admin 

# Cmnd alias specification 
Cmnd_Alias ORION = /etc/rc.d/init.d/orion 

# User privilege specification

I am being prompted for a password.  What am I doing wrong?
