Help is appreciated

Hi,  
    I am using sudo1.6.3 on solaris8.

when i am executing the following command as user operator, 
        bash$sudo lpr /etc/passwd,
   Its giving the following error.   
    socket:permission denied.

any help regarding this is appreciated.

The sudoers file is as follows.
