remshd: Login incorrect

Any help. Kind of stumped. This one user has been configured in Sudo on an
HPUX 10.2 system. I have RCP as a command alias and updated both sides of
her .rhosts file. No matter what I do, I keep getting remshd: Login
incorrect. Any insite???
