touch filename command

I have been unsuccessful at giving a non-root user the following command
touch /dir-structure/filename

Also, I'm sure the above is doable, so if it is, how would I give the same
user the ability
to touch a file within  certain subdirectories 
ex:  I would like for the user to be able to touch /home/lucy/work1/FLAG,
touch /home/lucy/work2/FLAG, touch /home/lucy/work3/FLAG

Is there some syntx I could use so I would not have to specify each
directory
