How to restrict a user's application into a PC?

Sudo doesn't help here.
Sudo only enhances access; it does not restrict it.

To do what you want to do, I'd do a web search
for "kiosk mode" web browser and machine configuration.

PS. I presume you're running some type of Unix on
your machine?  If not then sudo is even more useless
to you!
