File ownership

Please can someone tell me whether there is a switch to leave files owned
by the person who called sudo, instead of by the run_as alias?  I have a
number of programs I want to let user fred run as root; but I don't want
the output to be owned by root.  I want it owned by fred, so that he doesn't
need to su in order to process them downstream.  Although I tried setting !
set_logname and preserve_groups, none of these seems to have any impact on
the file ownership.
