Gerald,
It looks like you are using a pre-compiled version of sudo. If this is the
case you won't need to run 'configure', rather you would need to modify the
/etc/sudoers file. (best to use the 'visudo' program to do this) You should
be able to type 'man sudoers' for examples on what goes into the /etc/sudoers
file.
