runtime issues TOP45 using head

Thanks for all the emails and efforts, but in the end it was my fault.  I 
re config'ed with some other option, but before I changed permission to 
/usr/local/etc/* and it worked.... : )

Hmm, I've no idea what the problem is.  I just configured sudo
1.6.7p5 on an HP-UX 11i machine with those exact configure options
and it works just fine:

% ls -l /usr/local/etc/sudo/sudoers /usr/local/bin/sudo
---s--x--x   1 root  root  242468 Feb 12 14:33 /usr/local/bin/sudo*
-r--r-----   1 root  root  601 Feb 12 14:33 /usr/local/etc/sudo/sudoers

This is with everything on the local disk.
