run as any user *except* root

I  tried this but it does not work (version 1.6.6)
myuser mymachine = (! root) /usr/bin/pwd

mymachine(myuser): sudo -l
(!root) /usr/bin/pwd

mymachine(myuser):sudo -u wwwuser  /usr/bin/pwd  #this should work
Sorry, user myuser is not allowed to execute '/usr/bin/pwd' as wwwuser 
on mymachine.
mymachine(myuser):sudo  /usr/bin/pwd  # this should refuse
Sorry, user myuser is not allowed to execute '/usr/bin/pwd' as root on 
mymachie.
