[sudo-users] Disable su to root

[Nipple Pincher]

I'm sure there are more ways to su to root, but I can
think of the following

su
su -
su root
su - root


I need to disable all of the above cases but still
allow the user to su to other users. I seem to be able
to disable every case except 'su'. Any ideas?
