[sudo-users] sudo 1.6.8 release candidate 3 is now available

The third (and hopefully final) release candidate for sudo 1.6.8
is now available.  The plan is to polish up the docs a bit and do
a real release within the next two weeks.

Changes since sudo 1.6.8rc2:

 o The sudoers file is now parsed as the runas user in all cases instead
   of root.  This fixes some issues with running NFS-mounted commands.
