Yes, you need to implement on each server.

It's possible to construct a sudoers file that is the SAME on all the
servers, however.  It just has to have a copy on EACH server.

I am new to Solaris as well as Sudo also.
 
I have 10 servers in which I have to distribute the roles to different
people. Our environment doesn't have NIS+. Please let me know whether I
need to implement Sudo in all the servers individually. Thanks for any
help.
