[sudo-users] sudo asking for password even though the nopasswd is specfied

hi,

sudo is asking for the passwd even though i specify nopasswd for the user
my configurations are as below..

i am using sudo-1.6.5 .when i login as userid2 and use sudo to start a
service which is in userid1 ownership. sudo is asking for the passwd..
