IIRC the OpenSSH folks had a similar problem with this.  I suspect
it is a bug either introduced or fixed by some HP-UX patch since
my 11.11 system doesn't exhibit it either, though I don't have it
turned on at the moment (and I am at work) so I can't check.  If
memory serves, prot.h is not included directly but rather is included
by other system includes.

Passing the --with-pam flag to configure may work around the problem.
