[sudo-users] problem with sudo and apache.

hi:
Im triying to setup apache with useradd permission,using sudo

my setup is:

wwwrun    ALL=NOPASSWD:/usr/sbin/useradd

but no matter how I configure it,it keeps asking a password the
wwwrun user password(?)

and the log file says:

/usr/bin/sudo:   wwwrun : 1 incorrect password attempt ;
TTY=unknown ; PWD=/xxx ; USER=root ; COMMA
ND=/usr/sbin/useradd

ideas?

Im using SUSE 9.2 and sudo is builded with PAM.
