[sudo-users] editing sudo script

Hi all,
 
I have a challenge customizing a sudo script for a particular user in
other that the user can start and stop a particular application.
 
Likewise, the sudo user can freeze and unfreeze specific service groups,
online and offline specific service groups under Veritas VCS.
 
Does anybody have an idea as to how this can be achieved?
