[sudo-users] sudo and passwd problem

I have setup a sudoers as such:
 
User_Alias HELPDESK=joe
Cmnd_Alias HEL_CMD=/usr/bin/passwd [A-z]*, !/usr/bin/passwd root,
!/usr/bin/passwd -* root
HELPDESK ALL=(ALL) HEL_CMD

Yet when I try to change another users' passwd as joe, it asks me for
that user's passwd!
 
joe at server $ sudo passwd tom
Enter tom's password:
 
This is an LDAP enabled system...
