[sudo-users] sudo 1.6.9 rc2 is now available

The second (and hopefully final) release candidate of sudo 1.6.9
is now available. Unless a major problem is found I expect to
release 1.6.9 sometime next week.

The major changes from 1.6.9rc1 are:
o sudo -k/-K no longer cares if the timestamp is in the future.
o When searching for the command, sudo now uses the effective gid
of the runas user.
o Sudo no longer updates the timestamp if not validated by sudoers.
