[sudo-users] Installing and Configuring sudo on HP UNIX 11.11

Hi,
I am re posting this message because I got an email reply from the mailer list saying that my request is pending for moderators approval as I have posted this message before subscription to the sudo users group. Now I have got a confirmation saying that my email address has been added to the sudo users group.
Hence requesting to process this request.
Installed sudo-1.6.8p12 on HP Unix 11.11. Installation was successful.Now when I try to login with an user id and say sudo I get the below error
$ sudo
sh: sudo: Execute permission denied.
Here are the file permissions.
# ls -l sudo
-rwS--x--x 2 root sys 122880 Apr 24 18:22 sudo
The Unix server is PA-RISC
What I need is I need to give an user all the permissions as that of root but all the commands and the activities done by the user need to be tracked and should be avilable for review.How do I configure the sudoers file to get this done?
Appreciate if anyone can help in doing this.
