[sudo-users] Question on sudo su

Hello sudo-users,

I am new to the list but have been using sudo for some time now.

I have configured sudo on a test system where authorised users are
allowed to su to other accounts except root. This works on my test
system but when I implement the same configuration on one of our
development/acceptance systems the command fails with a message from the
su command: su: no shell.

I thought this might be due to the PAM configuration but adjusting the
development/acceptance system to match the PAM configuration of the test
system made no difference.

Any ideas where to look next...?
