I recently installed sudo version 1.6.9p14 that includes NOEXEC support for
AIX v5.3; however, I have not been successful at getting this to work.
Does anyone have this working on AIX?

$ cat /etc/sudoers
# sudoers file.
#
# This file MUST be edited with the 'visudo' command as root.
# Failure to use 'visudo' may result in syntax or file permission errors
# that prevent sudo from running.
#
# See the sudoers man page for the details on how to write a sudoers file.
