[sudo-users] sudo comment?

Hi.
 
Is there any way to have sudo prompt for a comment and have it logged
before using it to become someone else?
 
    sudo -u other_user command
 
Some staff here need to become other users in order to troubleshoot
their problems but there's some audit requirement to log a reason for
doing so (the comment may have to include a ticket number, for example).
