[sudo-users] Ignore malformed sudoers in /etc/sudoers.d?

This is actually something I've been planning to do but implementing
it safely is not simple.  It is easy enough to ignore a syntax error
in the file but can create a situation where part of the file has
been parsed and part has not.  What I want to do is completely
ignore the contents of the file if it has a syntax error, and that
is more complicated.
