That setting is not enabled by default, though some vendors (notably
RedHat) do ship a default sudoers file with requiretty set.

The main requirement for a tty is when a password is being read,
so that echo can be disabled.  There is a separate setting for that
in newer versions of sudo, "visiblepw".
