[sudo-users] "sudo" and "sudo -k" inconsistency?

One of the use cases for specifying the -k option with a command
is to consistently prompt for a password so that sudo can be used
in conjunction with the -S flag when called from scripts.  However,
if authentication is disabled, the -k flag has no effect when used
with a command so it is probably not a big deal to treat exempt
users the same way.

I'll consider chaning this for a future sudo release.
