Which package exactly did you download that doesn't have the complete
configure options in the -V output?  The options are substituted
into src/sudo_usage.h by the configure script itself so they should
be correct.

There was a bug where the configure options could be incorrect when
building in a different directory if the source directory already
had a src/sudo_usage.h file.  However, that is not how the binary
packages on sudo.ws are built so I wouldn't expect it to be relevant.
