We ddidn't install the sudo package manually , in our application we only update the Recommended patches from Oracle.
Noticed that this seem in the Oracle patches 147440-11
SunOS 5.10 Generic_147440-11 sun4u sparc SUNW,Netra-T4
# sudo -V
Sudo version 1.8.1p2
Configure args: --prefix=/opt/sfw --with-pam --with-noexec --sysconfdir=/opt/sfw/etc
sudo: /opt/sfw/libexec/sudoers.so: No such file or directory
sudo: fatal error, unable to load plugins
In older version of our kernel OS patches running older versoin of sudo.
SunOS 5.10 Generic_141444-09 sun4u sparc SUNW,Netra-T4
# sudo -V
Sudo version 1.6.9p16
Sudoers path: /opt/sfw/etc/sudoers
Authentication methods: 'pam'

We didn't install the sudo manually in our application.
Thus what do you think this cause this problem?
I couldn't launch the http://www.gratisoft.us/bugzilla/show_bug.cgi?id=601 with The webpage cannot be found.
Kindly advise.

Is this the same as bug 601?

It sounds like you just copied the sudo binary instead of installing
the full sudo package. At the very least you need /opt/sfw/bin/sudo
and /opt/sfw/libexec/sudoers.so. Either that or the package you
are installing is incomplete.
I can't support other people's packages and the Sun Freeware packages
are no longer being updated since the switch to the paid unixpackages.com.
