OK, that confirms it--the flags for no such user and no such host
are set.  I don't think there is a configuration workaround for
this.  I've fixed it in the sudo source repo with:
    https://www.sudo.ws/repos/sudo/rev/2809338a7b21

The next sudo release will include the fix.
