[sudo-users] NOPASSWD sudoers entry asking for password question

I ran into a situation where we had a sudoers entry with a full path to a command (script) under
NOPASSWD. So from sudo -l:
(root) NOPASSWD: /opt/bin/script *
By mistake, the script was not placed there. As a result, we got a prompt for password. Is that by
design or a possible bug?
