In sudo 1.8.11 the timestamp and lecture status files are stored
separately.  The binary packages from www.sudo.ws store the timestamp
files in /var/run/sudo/ts and the lecture files are in /var/lib/sudo,
/var/db/sudo or /var/adm/sudo depending on what the OS uses (probably
/var/adm/sudo for Solaris).

The package you are using puts the timestamp files in /usr/local/var/run
which is actually a problem if /usr/local/var/run is not cleared
at boot time.  Presuably the older sudo package you were using had
the timestamp files stored under /var/run.

You may want to use the official www.sudo.ws packages instead.
