[sudo-users] Root sudo privileges

For root, it's about logging, not additional privileges.  The idea
is that for cases when you need to run a root shell you can still
use sudo and have those command be in the log for others to see.
That's valuable when you have multiple sysadmins that use the sudo
logs to see what's been done as root.
