[sudo-users] multiple sudo issue

I ssh'd to server logged in as user1 and did a sudo su - user2, and it worked fine.
Opened another ssh session to serverA and logged in as user1 and did an sudo su - user2, but failed three attempts when I type in the passwd


Could this have something to with "pam" settings.
