[sudo-users] Proposing feature request for cosideration : passfail_message

There's no reason not to make this configurable.  I'm unsure as to
whether we need one setting or two--one for the singular and one
for the plural.  Having two settings seems a bit ugly and I suppose
people will be able to live with having to do things like:

Defaults passfail_message="%d incorrect authentication attempt(s)"

It's not much work and I will probably be able to get it into the
1.8.22 release.
