[sudo-users] Sudo/systemd behavior change

Yep, I've tried 1.8.19p2-14.el7_5 on a 7.6 box and 1.8.23-3.el7 on a 7.5
box, changed behavior follows the updated sudo package. Disabling
pam_session and pam_setcred in sudoers config solved the problem for me,
