Thanks for the detailed report.  That's a bug introduced in sudo
1.9.0.  I've just fixed it with:
    https://www.sudo.ws/repos/sudo/rev/522d8ec470cb

A new release candidate for sudo 1.9.1 will be available later today
with the fix.
