[sudo-users] Disable credential caching at the user level

I wonder what the trade off is between people wanting to do something 
like Jason's request vs the number of people / times that such a file on 
a hung NFS mount happens.

I'd also think that something akin to Bash's `--noprofile` could 
overcome / workaround such gotchas.
