1.6.4 and recent security vulnerability

Is sudo 1.6.4 vulnerable to the recent SuSE security announcement:

According to the Debian announcement it should be ok but the CHANGES
file in 1.6.4 doesn't say anything specific about this (though #426
infers it):
  http://www.debian.org/security/2002/dsa-101
