[sudo-workers] sudo 1.6.9 rc3 is now available

The third (final?) release candidate of sudo 1.6.9 is now available.
Unless a major problem is found I expect to release 1.6.9 July 16th
(next Monday).

The major changes from 1.6.9rc2 are:

 o Now rebuild environment regardless of how sudo was invoked.

 o More accurate usage() when called as sudoedit.

 o Command line environment variables are now treated like
   normal environment variables unless the SETENV tag is set.
	  
 o Better explanation of environment handling in the sudo man page.
